Department would probably not think it worth while resuming
if it has to pay for them. But when the Colonial Government
has to pay the matter may wear a different complexion in the
eyes of the War Department. If it is stipulated that the
Colony's liabilities for compensation to private owners in
respect of the area in question is limited to the areas indi-
cated in reference note on plan No. 8 accompanying the General
Officer Commanding's letter to the Inspector General of Forti-
fications of 17th June, 1903, as patches of cultivation to
be resumed and coloured green on the plan, I have no objection
to offer. If the Colony were required to resume and pay com-
pensation for the areas coloured yellow and the houses shown
on the same plan, it would be rendered liable for a very large
sum in compensation.
